UPDATE – Quebec Applies a Temporary Exemption from CAQ for Studies

On June 27, 2023, Quebec put in effect a temporary exemption from CAQ for studies for certain holders of a work permit or work authorization.

In order to simplify immigration procedures and in accordance with its actions promoting the recognition of skills, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) will no longer require a Certificat d’acceptation du Québec ( CAQ) for studies of immigrants who wish to study in Quebec and who are authorized to do so without a study permit to follow up on the Temporary Public Interest Policy (TPIP) aimed at allowing foreigners holding a valid work permit to study without a federal government study permit.

This TPIP temporarily exempts from a study permit any person holding a work permit or work authorization pending the processing of their application for a work permit extension, in accordance with Article 186(u) of the Immigration and Refugee Protection Regulations (IRPR), valid and whose application associated with this permit was received by IRCC no later than June 7, 2023.

The exemption from CAQ-studies will apply as of June 27, 2023, at the same time as the federal government’s TPIP.

All affected individuals will receive a communication from Immigration, Refugees and Citizenship Canada (IRCC) in their online account confirming their eligibility. They will need to present this email, which will contain a unique client identification (UCI) number, along with their valid work permit and whose application associated with this permit was received by IRCC no later than June 7, 2023, at their institution of residence. education.

The person whose work permit has expired and who has applied for an extension of this permit no later than June 7, 2023, must provide, in addition to the email sent by IRCC, their expired work permit and the acknowledgement of receipt. of his application confirming that his authorization to work has been extended.
