The candidate first needs to express his interest in moving permanently to the province by creating an online profile where he provides details about his education, work experience, language proficiency level, etc. as well as any adaptability factors including having a family member in the province, having a job offer, or being a graduate of a learning institution there.

The candidate must have a minimum of 60 points to be eligible to enter the draw. Points are computed based on a Points Assessment Grid. During the draw, candidates will be chosen based on their scores and will be nominated by the province. After which the applicant must complete his Saskatchewan application for final verification by the province and then will be able to apply for the permanent residency.
